OFFICAL RULES

 

These are the official rules of the 19th Annual Flint Police Motorcycle Skills Championship.

All rules are subject to revision without prior notice, subject to approval by the Rules Committee.

All forms, documents, correspondence, the motorcycle riding committee logo, and materials used by the Flint Police Motorcycle Skills Championship or the Bikes on the Bricks Committee are property of the Flint Police Motorcycle Skills Championship and Bikes on the Bricks Committee.

No one may use any of the aforementioned materials without permission of the Rules Committee of the Flint Police Motorcycle Skills Championship and Bikes on the Bricks Committee.

RULES COMMITTEE

1. DEFINED-On the day of the Skills Championship, a Rules Committee will be established to settle all disputes that cannot be settled at the judge’s level.

2. DISPUTES-Disputes will be handled in the following manner:

  • Any dispute of scoring of a particular event must be addressed by the affected Competitor after completing said run.
  • Only the Competitor may dispute scoring or a judge’s decision.
  • Disputes will be brought to the Head Judge for a ruling over an event / course score.
  • If the Head Judge does not resolve the dispute, the Rules Committee will resolve the dispute.All decisions of the Rules Committee are final on the day of the Skills Championship.

3. CONDUCT-Participants who display or engage in an unprofessional conduct as determined by the Head Judge (or their designees), may be ejected from the Skills Championship.

GENERAL RULES

  1. ELIGIBILITY-Competition is open to all active/sworn Law Enforcement Officers who are authorized to ride a police motorcycle through their department, retired status will be allowed, however they will be in overall class by themselves.
  1. RUNNING ORDER-This is a at will event, each rider will run in each event in the order they choose. (Unless there is a tie in the main courses for 1,2,3rd then a time run off in the Challenge Course will be conducted)
  2. MOTORCYCLE REQUIREMENTS-Competitors must compete on a police motorcycle of at least 998 cc, equipped in the normal deployment configuration, will all rails attached as originally equipped.
  3. COMPETITOR ATTIRE-Competitors must compete (Sunday) wearing the appropriate uniform normally worn while “on duty”. Retires will wear shirt with department logo and BDU style pant, boots, glasses and gloves – No Jeans
  4. PROTECTIVE GEAR-All competitors must wear a Helmet that is properly fastened while on the course.
  5. EMERGENCY MOTORCYCLE REPAIRS-Prior to entering an event, a Competitor (or team) will be allowed 15 minutes to repair a motorcycle that is malfunctioning. If the motorcycle is unserviceable, the Competitor may continue in the competition provided that:
    • The Competitor can locate a replacement motorcycle within 15 minutes.
    • The “new” motorcycle must already be qualified.
    • The motorcycle must be assigned to compete in the same course as the Competitor.
  6. MOTORCYCLE MALFUNCTIONS-Once a competitor or team has begun an event, no excuses for a breakdown will be allowed. THIS INCLUDES KICKSTAND PROBLEMS. It may be advantageous to secure the kickstand prior to competing.
  7. ENTRY RESTRICTION-A meeting of all Competitors riding in the Skills Championship will be held prior to the start of the competition:
  • The scoring and approved path of travel through the events will be reviewed.
  • Competitors should understand course events prior to the end of the meeting.
  • A designee of the Rules Committee will conduct the meeting.
  • The Competitor’s meeting time will be announced in advance.
  • It is the competitor’s responsibility to attend the meeting.
  • After the Competitor’s meeting, any disputes concerning information disseminated at the Competitors meeting will not be considered.

INDIVIDUAL COMPETITION

1. DIVISIONS

  • Harley-Davidson FL Windshield
  • Harley-Davidson FL Fairing
  • Café style Police Motorcycle (BMW,Honda,Etc..)2. AWARDS
  • Harley-Davidson FL Windshield-First through Third place will receive an award.
  • Harley-Davidson FL Fairing-First through Third will receive an award.
  • Café Style Motorcycle – First through Third will receive an award
    • A competitor will be issued a “Competitor Scorecard Ring”. Once a competitor begins the competition he/she will present this scorecard to the greeting judge at the start of each skill/event. Upon completion of the skill/event the judge will enter the competitor’s score on the scorecard. The competitor will be given an opportunity to review the scorecard. The greeting judge will collect the scorecard for that exercise; The competitor found altering or presenting an altered scorecard will be disqualified.

3. CLASS–EXPERT, INTERMEDIATE/NOVICE, OVER 50 (If you have competed in three (3) events or less with this being your fourth (4) you are expert class, all others are intermediate). Over age Fifty replaces Retired class. If you sign up in this class you are considered an expert, vying with other over af fifty competitors for the Gravel Master Award. You will be judged with the expert class for the Slow Race and the Challenge course while you’re Main COurse will be judged with the over fifty age group.

4. GOAL-The object of the competition is to receive NO penalty points. All competitors begin with a score of ZERO.

Penalty points are assessed according to the following schedule:

  • 1 Penalty Point for: Touching a Cone
  • 2 Penalty Points for: Knocking a Cone over, Putting down a foot
  • 5 Penalty Points for: Dropping a Motorcycle, Failing to complete an event/skill, Running out of an event/skill

PENALTY SCHEDULE DEFINITIONS

The following are the definitions of the penalty point offense:

  • Touch a Cone is defined as: During execution of a skill/event whenever any part of a motorcycle or competitor touches/contacts any part of a cone in place as part of a skill event.
  • Knocking over a cone is defined as: During execution of a skill/event whenever any part of the motorcycle of competitor touches/contacts any part of a cone in place as part of the skill event/which causes it to fall over its normal standing base.
  • Putting a foot down is defined as: During execution of a skill/event the competitor’s foot leaves the foot rest and comes in contact with the competition ground surface.
  • Dropping a Motorcycle is defined as: During the execution of a skill/event the motorcycle falls to the competition ground surface and the competitor does not have control of the motorcycle. (As determined by the skill/event judges) Does not include scraping of any part of a motorcycle against the ground surface.
  • Failing to complete a skill/event is defined as: During the execution of a skill/event a competitor does not finish the event by exiting the skill/event at the normal exit point. This includes failing to follow the correct path of travel.
  • Running out of an event/skill is defined as: During the execution of a skill/event both front and rear wheels cross the plane of an imaginary line between two cones that are not the entry of exit point or normal path of travel for an event.
  • GOAL: The objective of the competition is “Not” to receive penalty points. All competitors start with a score of zero.
  • COURSE RUNS/SCORING: Competitors are required to make one untimed run through 5 separate skill/events and two timed runs through the slow race and the challenge course. The total score from these runs will be tallied to determine the final placement in the main competition. (The lower the score, the higher the ranking).
  • 5 POINT MAXIMUM: A maximum of 5 penalty points is all any one competitor can accumulate in any one skill/event. If the competitor is assessed 5 points he/she need not complete the event. (If the competitor so desired) The competitor may just proceed to the next event.
  • MAIN COMPETITION TIE SCORES: In the event of a tie score for a PLACING (1,2,3rd) position in the individual competition. The following system will be used to determine final placement. The competitor will be required to make a timed run through all of the 5 events/skills consecutively. The object of the timed run is to complete the skills without being assessed penalty points with the addition of doing it as quickly as possible. At the completion of the run-off the scores will be tallied using the following schedule:

8. MAIN COMPETITION

  • Each Penalty point = 1 Second
  • The competitor with the fastest time at the completion of the run-off will be awarded the placement. The next fastest time will be awarded the next placement and so on. The Maximum 5 point rule does not apply to tie score run-offs. A run-off is viewed as all courses from start of the timed run to the completion of the timed run. As such the Penalty Points system applies.

 

H. SLOW RIDE COMPETITION

  • ELIGIBILITY: All competitors properly entered in the competition will precipitate in this event.
  • GOAL: The object of the slow ride competition is for a competitor to travel down a 50-foot long 4-½ foot wide lane as slowly as possible. The slowest time will determine the winner.
  • COURSE RUNS/SCORING: The competitor’s time will stop at the occurrence of any of the following infractions:
    • A competitor puts down a foot
    • A competitor touches a cone
    • A competitor drops the motorcycle
    • A competitor crosses the boundary line
    • TIMING: Timing of a competitor’s run will commence when a competitor raises his/her feet from the competition surface and the motorcycle front axle crosses the plane of the entry line. A competitor’s time ends when the rear axle of the motorcycle crosses the plane of the exit line.
    • ELIGIBILITY: All competitors properly entered in the competition will participate in this event.
    • GOAL: The object in the “Challenge” event is to complete a timed run through the course in as quick a time as possible without being assessed penalty points. For each penalty point assessed an extra (1) One second will be added to the competitor’s time. A bypass of the teeter/totter will be (10) Ten seconds added to competitors time.
    • BREAKDOWN DURING CHALLENGE: Rule “G” applies to the Challenge course. NOTE- The challenge event layout is confidential and will be explained on the day of the competition.

  1. OVERALL CHAMPION COMPOSITE SCORING

COMPOSITE FORMULA: Note- the individual rankings by class will apply to determine the winners of those divisions/classes. The individual results from all classes and divisions will be blended to form one overall ranking list that will be used to determine the overall individual champion and team scores.

The overall champion will be determined by the following formula:

Main Course Individual Competition results 50%

Slow Ride Individual results 25%

Challenge results 25%

——

Total 100%

The competitor with the lowest score, using the following method will make the determination of overall champion:

MAIN COURSE INDIVIDUAL COMPETITION RESULTS

The competitor will be assigned a score equal to the value of his/her ranking in the competition. (e.g. 1st place equals 1 point, 2nd place equals 2 points and so on)

SLOW RIDE INDIVIDUAL COMPETITION RESULTS

The competitor will be assigned a score equal to the value of his/her ranking in the competition. (e.g. 1st place equals 1 point, 2nd place equals 2 points and so on)

CHALLENGE COURSE RESULTS

The competitor will be assigned a score equal to the value of his/her ranking in the competition. (e.g. 1st place equals 1 point, 2nd place equals 2 points and so on)

EXAMPLE:

Competitor A received competition results of:

Main score 3rd place = 3 points

Slow score 5th place = 5 points

Challenge 2nd place = 2 points

Competitor B received competition results of:

Main score 1st place = 1 point

Slow score 11th place = 11 points

Challenge 3rd place = 3 points

Competitor A

Main 3 X 50% = 1.50 points

Slow 5 X 25% = 1.25 points

Challenge 2 X 25% = 0.50 points

Total: 3.25 points

Competitor B

Main 1 X 50% = 0.50 points

Slow 11 X 25% = 2.75 points

Challenge 3 X 25% = 0.75 points

Total: 4.00 points

 

Ties for placing positions (1st through 3rd) in the overall championship will be broken by the championship being awarded to the competitor with the highest ranking/placing in the main competition. In the event of a main course tie (positions such as 1st thru 3rd place) the competitor with the highest ranking in the slow ride will be awarded the championship. Ties for non-placing positions will not be subject to the tiebreak formula.

Awards and or prizes will be distributed as per the following schedule:

First, Second and third place in each of the following:

  • Individual Main Expert – Class I
  • Individual Main Novice – Class I
  • Individual Main Expert – Class II
  • Individual Main Novice – Class II
  • Individual Main Expert– Class III
  • Individual Main Novice- Class III
  • Individual Slow Ride- All Classes Combined
  • Individual Challenge- All Classes Combined
  • Individual Composite Overall Champion Expert ( King of The Bricks)
  • Individual Composite Overall Champion Novice (Brick Master)
  • Individual Composite Overall Champion Over 50 (Gravel Master)
  • Team Composite Overall Champions
  • A Sportsmanship award will be issued as determined by the Committee
  • The David Williams Sportsmanship Award

TEAM COMPETITION

1. AWARDS: First thru Third place will receive an award.

2. TEAM: A team will consist of four pre-named members of any Department. Departments that do not have enough members to make a team are allowed to recruit members of other departments to make a four member team. All teams must submit the names of their team by 9:00 am on the final day of the competition to be eligible for team awards. Any changes to a declared team must be completed before the first timed run on competition day. Once competition has commenced no further teams will be added and no changes will be made. In the event that a department has more than four members, they may form a second team. Each rider can only be considered on one team for this event.

3. TIES: All ties in the team competition will be broken in the following manner:

  • Each team involved in a tie will designate one team member to ride in a timed run-off.
  • The timed run off will consist of the same timed run course as in the individual competition, scored in the same manner.

GLOSSARY OF TERMS

Average Turning Radius: Left turn radius + right turn radius / 2

Competitor: A Law Enforcement Officer who is authorized to ride a police motorcycle by their department and is registered to compete in the Skills Competition. Must be full time paid employee. Reserve or retired status does not qualify.

Competitor’s Meeting: A meeting of all competitors to review the rules, path of travel and scoring procedures of the Skills Competition.

Course: A Series of five (5) events, which a competitor must ride. Includes path of travel between exercises in the individual timed run.

Cross Boundary Line: If the contact patch of a tire crosses a boundary line. Crossing is determined if a judge can see tire, surface, boundary line, surface.

Department: Any Police Agency who a competitor is a member.

Drop the Motorcycle: In an exercise, if the motorcycle falls to the surface and the competitor does not have control of the motorcycle, which would allow for safe operation of the motorcycle (includes any part of the entire course in the timed run).

Exercise: A specific set of obstacles, which makes up part of the course.

Fail to Complete an Exercise: If a competitor starts an event, and does not finish by exiting the event at the normal exit point. Also if the competitor does not follow the correct path of travel as required.
